Implementasi Program KTP Elektronik (e-KTP) di daerah Percontohan

Abstract


Since its launch, electronic national ID Card has raised many controversies. But aside from that, this program is running without any doubt.  This study is focused on the implementation of electronic ID Card Program, known as e-KTP, in the Southern District of Padang, West Sumatera, which is chosen as one of six national pilot project of those program. Data shows that the implementation of e-KTP is still far from target expectation. After two years in running in the making, e-KTP in this pilot project is only produced 7.401 ID card, meanwhile the target is 26.000 ID card.  Such poor achievement was caused by several obstacles, such as communication problems, lack of resources, the-complex-but-rigidly bureaucratic structures, and disposition from other parties.
