Abstract

BLSM is a one of government’s aid program to cope buying ability problem especially in poor people due to the raise of subsidized petroleum. In reality, this program implementation is not easy to be theorized. In Karangpawitan, not all poor people obtain the aid, thus the local apparatus inquire the aid from the higher authority to redistribute it to half of registered people and another half to unregistered people
